Step 1: Preheat the oven to 350`Fahrenheit.

Step 2: In a medium mixing bowl, sift the flour, baking soda and cocoa together.

Step 3: In another mixing bowl cream together the butter and sugar, then add the buttermilk, eggs, vanilla, green food color, and vinegar.

Step 4: Slowly add the flour mixture to the butter and sugar mixture, mixing as you go. Once the ingredients are combined, mix for about 2 more minutes with the hand mixture.

Step 5: Line 2 cupcake pans with green or yellow cupcake liners.

Step 6: Fill each cupcake liner about 2/3 full with cupcake batter.

Step 7: Bake the cupcakes at 350` Fahrenheit for 20 minutes, or until a toothpick inserted into the center comes out clean.

Step 8: Remove the cupcakes from the oven, then cool them completely on a cooling rack.

Step 9: While the cupcakes are cooling, mix together the frosting by combining the powdered sugar, butter, vanilla and water with a hand mixer until well combined.

Step 10: Put the frosting into the pastry bag with the large star decorating tip attached to the end.

Step 11: Place the tip right above the outside top edge of the cupcake, and gently squeeze the pastry bag to swirl the icing from the outside in circles, ending in the center and pulling up. Repeat the process to decorate all of the cupcakes.

Step 12: Print out the St. Patrick’s Day button cupcake toppers. Cut out each topper. Use hot glue to glue a toothpick to the back of each topper so ¾ of the toothpick is sticking below the bottom of the topper.

Step 13: Place one St. Patrick’s Day printable cupcake topper into the top of each cupcake.

Step 14: Serve your cupcakes up at a St. Patrick's Day party or give them as a gift to friends and family! They'll love the buttons, and enjoy the richness of the green velvet with the butter cream icing.
