Fold the fabric over and completely brush the mod podge on.  Flip over and brush.  Be liberal with it.

Allow to dry completely.

Meanwhile, paint the wooden pieces

Apply a generous amount of hot glue to the bottom of the wheel, keeping clear of the hole

Place on the wood plaque.  Repeat with the other wheel and allow to dry.  Insert the flags into each wheel hole.

You crossed the finish line!  Have a great party!
